Sign in at outlook.com, select Help at the top, then Help again to open the Help pane. Type Forwarding, then scroll to the bottom and choose Yes under Still need help? and select Contact support. Fill in the form and submit.
Support will reply by email, so make sure your mailbox has space to receive their message.
